Grading, Compliance And Ground That Moves
California work demands two competencies at once: the physical ability to move dirt on difficult terrain and the administrative discipline to satisfy a regulatory environment unlike any other state. Both matter. A crew that can cut a hillside pad but cannot maintain a stormwater plan or produce compaction reports will get a job red-tagged. We approach California projects with documentation planned from the start.
Physically, the defining soil issue across much of the state is expansive clay. Soils with high shrink-swell potential heave when wet and shrink when dry, and they will crack a slab, tilt a flatwork panel and distress a foundation that was not designed for them. Remedies are well understood — moisture conditioning, lime or cement treatment, over-excavation and replacement with non-expansive engineered fill, post-tensioned slabs, deepened footings or piers — but they must be designed by an engineer and built to the report. Hillside Grading, Slopes & Drainage
Hillside construction is a California specialty and a California liability. Local grading ordinances typically govern cut and fill slope ratios, benching and keying of fill into competent material, subdrains behind walls and beneath fills, terrace drains and interceptor swales, slope planting and erosion protection, and haul route and dust management. Grading permits often require an engineered plan, a soils report and observation by the geotechnical engineer during construction, with compaction testing documented as the work proceeds.
Water management on slopes is not optional. Concentrated runoff on a graded slope will find a way to move soil, and a failed slope is a far more expensive problem than the drainage that would have prevented it. We build the subdrains, brow ditches and terrace drains as designed and we do not bury them out of sequence.
Seismic, Wildfire & Energy Requirements
California's seismic provisions drive foundation reinforcement, anchor bolt and hold-down schedules, shear wall detail and continuous load path from roof to footing. In older homes, seismic retrofit work — cripple wall bracing and foundation anchorage — is a common and worthwhile scope. In wildfire-prone areas, state requirements for ignition-resistant construction affect roofing class, eave and soffit enclosure, vent screening, exterior siding materials, decking and defensible space clearing. We do that clearing work through our land clearing and mulching crews.
The state energy code adds insulation, air sealing, window performance, HVAC and lighting requirements verified by third-party inspection on many projects, plus green building measures covering construction waste diversion and water efficiency. These are not obstacles — they are line items that need to be in the budget from day one instead of discovered at inspection.
California Permitting & Stormwater Compliance
Permits are issued by the city or county under the California Building Standards Code, with review timelines that are realistically measured in months rather than weeks on discretionary projects. Grading permits, encroachment permits for work in the public right-of-way, and air district dust control requirements are common additional layers. Larger land disturbances fall under the state construction stormwater general permit, requiring a stormwater pollution prevention plan prepared by qualified personnel, ongoing inspections, rain-event monitoring and documented corrective actions.
Excavation requires locates through the regional 811 notification centers. Environmental review under state law can apply to discretionary approvals, and coastal, creek-adjacent and habitat-sensitive parcels can add agency review. What does expansive soil mean for my foundation?

What is a SWPPP and do you handle it?
A stormwater pollution prevention plan is required for land disturbance above the state threshold under the construction general permit. It covers best management practices, inspection frequency, rain-event monitoring, sampling in some cases, and documented corrective actions. We install and maintain the field controls, keep the inspection records, and coordinate with the qualified personnel who prepare and certify the plan.
Can you do wildfire hardening and defensible space work?
Yes. That includes ignition-resistant exterior work - roof class, enclosed eaves and soffits, ember-resistant vent screening, siding and decking materials - plus fuel reduction and defensible space clearing using forestry mulching and mechanical clearing. In designated high fire severity zones these requirements are code for new construction and often a condition of insurance on existing homes.
How long do California permits take?
Longer than clients expect.
