Building On Sand, Water And Fill
Almost everything that makes Florida site work distinctive comes back to elevation and water. The water table sits high — sometimes within a couple of feet of the surface — so foundations go on fill rather than in a hole, basements essentially do not exist, and getting a building pad up to a required finished floor elevation is often the largest single line item on a Florida site budget. Trench work below the water table needs dewatering. Stormwater has to be retained and treated on site rather than simply drained away.
Then there is what is under the sand. Florida soils are typically fine sand and shell over limestone, which excavates easily and compacts well — but pockets of organic muck and peat are common near wetlands, low areas and old drainage courses. Muck will not support a slab. It has to be excavated out and replaced with clean structural fill, and finding it after you have paid for a pad is expensive. We probe and test before quoting so muck is a measured quantity instead of a change order.

Florida Terrain & Regional Differences
Florida is not one place. The Panhandle has rolling clay-influenced uplands and real topography. North Central Florida around Gainesville and Ocala runs sandy over limestone with karst features and sinkhole potential that occasionally requires geotechnical attention. Central Florida is sand ridges and lakes, where pad elevation versus lake and wetland levels drives everything. Southwest and South Florida are flat, low and wet, with shallow rock in places that turns simple trenching into rock excavation.
Coastal work adds salt exposure, which changes concrete cover requirements and hardware selection, and frequently adds flood zone construction requirements including elevated finished floors, flood vents and breakaway detail. We confirm the flood zone and base flood elevation for the parcel before quoting a pad, because that number sets fill quantity.
Wet Season, Hurricanes & Scheduling
The Florida wet season runs roughly June through October, delivering near-daily afternoon convection and the possibility of tropical systems. Practically, that means earthwork gets scheduled with rain days built in, erosion control and turbidity protection get maintained aggressively, open trenches get planned around storm forecasts, and dewatering equipment is on site rather than ordered after the fact. Dry-season work — roughly November through April — is faster and is when we prefer to schedule large pads and paving.
Hurricane exposure changes the vertical work too. Florida's building code is among the strictest in the country for wind, with product approval requirements for windows, doors, roofing and connectors, and high-velocity hurricane zone rules in the southeast counties. Continuous load path from roof to foundation — straps, hold-downs and anchor bolts installed to the engineered schedule — is not a detail to improvise, and inspectors in Florida check it closely.
Florida Permitting & Environmental Review
Building permits are issued by the county or municipality under the Florida Building Code. Site work frequently adds a layer above that: environmental resource permitting through the regional water management district for stormwater and wetland impacts, state stormwater and turbidity requirements for construction activity, county right-of-way and driveway connection permits, septic permitting where central sewer is not available, and soil treatment for termites before slabs. Utility locates go through Sunshine 811 before any excavation. Wetland delineation and mitigation, where applicable, is the item most likely to lengthen a schedule, so we identify it early.

Why does my Florida lot need so much fill?
Because the finished floor elevation required by the county, the flood zone or the drainage design usually sits well above natural grade, and because the water table is high. Fill raises the building above seasonal high water and satisfies that elevation requirement. We survey existing grade, confirm the required elevation and calculate fill volume so the number in your quote is measured rather than estimated.
What is muck, and how do I know if my site has it?
Muck is organic soil - decayed vegetation and peat - typically found near wetlands, low areas and old drainage courses. It compresses under load, so a slab or pavement built over it will settle and crack. The only reliable way to know is to probe or auger the site before construction. We do that during estimating, map the depths, and price removal and structural backfill as a measured quantity.
Do you build hurricane-rated structures?
We build to the Florida Building Code requirements for the wind zone the project sits in, which means approved products for windows, doors and roofing, and a continuous load path of straps, hold-downs and anchor bolts installed to the engineered schedule. In high-velocity hurricane zone counties the requirements are stricter still, and we confirm the applicable rules for the jurisdiction before construction.
How does the wet season affect my schedule?
Earthwork slows and occasionally stops. From June through October we build rain contingency into schedules, keep dewatering equipment available, maintain erosion and turbidity controls continuously, and try to sequence large pads, base work and paving into the drier months. We would rather show you a realistic schedule with rain days than a fantasy one that slips every week.
Can you handle water management district and environmental permits?
We coordinate them. Stormwater and wetland impacts are permitted through the regional water management district, and larger sites need engineered stormwater designs prepared by a licensed engineer, which we work alongside. We handle construction stormwater compliance, turbidity protection, right-of-way permits and inspection coordination, and we flag wetland delineation early because it is the item most likely to extend a schedule.
